What direct billing covers
Premium collection when payroll deduction isn't an option.
When a member continues on the group plan but isn't on active payroll, premium collection moves outside the normal deduction workflow. Direct billing handles those cases — it's a complement to COBRAcare+, not a replacement, and is used specifically for situations that fall outside COBRA's scope:
- Leave of absence (LOA): Members on a non-FMLA extended leave where coverage is continued.
- FMLA leave: Members using Family and Medical Leave Act protections who continue coverage during leave.
- Disability: Members whose coverage continues while they are out on disability.
- Retiree health plans: Former employees who remain on the group plan under the employer's retiree policy.
- Other employer-directed arrangements: Case-by-case billing a plan sponsor sets up outside standard payroll.
What the service handles
Invoicing, collection, reporting.
- Invoice generation: Monthly invoices issued to each member on the billing list, with clear due dates and payment instructions.
- Collection processing: Payments are collected, posted, and reconciled against the expected premium.
- Member account access: Members can view their billing history and make payments through a member portal.
- Remittance reporting: Detailed activity reports so finance can tie collected premiums back to carrier remittances.
Relationship to COBRA: Direct billing is for scenarios COBRA does not cover. If a qualifying event triggers COBRA continuation, that moves under COBRAcare+ Administration instead.
